at the same time Director General (1.e. head) of the Kuomintang and President of the Legislative Yuan

(see below) respectively. In fact Chiang Kai-shek is in practice the real ruler of China, depending for his powers of government on his personal prestige, which is still immense, on the K. M. T. machine, and on his control of the armed forces of the Central

Government; as President of the National Government he is head of the State and represents the Republic in foreign relations, and he is also Commander-in-Chief of the Land, Naval and Air Forces.

3. The National Government is composed of five main branches, namely, the Executive Yuan, Legislative Yuan, Judicial Yuan, Examination Yuan and Control Yuan. It also has a number of subsidiary organs. The

Executive Yuan is the highest executive organ of the National Government, and the post of President of the Executive Yuan (at prosent held by General Chang Ch'un, a member of the more liberal Political Science group of the Kuomintang) roughly corresponds to that of Prime Minister in this country. The Executive Yuan

controls the following Ministries: Interior, Foreign Affairs, National Defence, Finance, Economic Affairs, Education, Communications, Posts and Telegraphs, Agriculture, Social Affairs, Food, Water Conservancy, Justice, Land Administration, and Health. Each

Ministry has a Ministor, a political vice-minister and

an administrative vice-minister. All ministers of the

Executive Yuan are appointed by the President of the

National Government. Under the Executive Yuan are also a number of other organs, including the National
